There are special procedures for the visa entry of persons involved in religious activities in Malaysia. In both West and East Malaysia (Sarawak and Sabah), prior permission must be sought from the relevant authorities before an application can be submitted to the Immigration Department of Malaysia.
In West Malaysia, prior to submitting a visa application for religious teachers, supporting letters must be obtained from Jabatan Agama Islam Negeri and Jabatan Kemajuan Islam Malaysia (JAKIM). The checklists can be found on the Malaysian Immigration website here.
In Sarawak, generally, entry of personnel for religious activities (other than Islamic activities) is overseen by Unit Hal Ehwal Agama-Agama Lain (UNIFOR). UNIFOR must endorse the entry of the applicants to the Sarawak Immigration, Labour and Management Unit (ILMU) of the Sarawak State Secretary Office, before the application can proceed to the Immigration Department of Malaysia in Sarawak for further processing.
What is the type of visa and duration of the visa?
The visas typically issued to persons entering for religious activities is the professional visit pass (PVP). The PVP can be issued for 12 months at a time for religious activities. Under the discretion of the authorities, the PVP can be extended for up to 3 years. However, this is subject to the endorsement and support of the overseeing authority.
Religious institutions are advised to seek immigration advice prior to the entry of their personnel to avoid non-compliance with immigration regulations. Malaysia is a multi-ethic and multi-religious country. Religious activities must be carried out respectfully and within the permitted parameters.
